Constitutional change

The constitution requires action to be taken by two successive conventions. The Administrative Bylaws can be changed by a convention for implementation at the next convention. The first reading of the following changes to the ELCIC Constitution, Article X, sections 2 and 3 were approved at the 2003 Convention.

That the ELCIC Constitution, Article X, sections 2 and 3 be amended as follows and that Section 4 through 7 be repealed:

Section 2

A convention of this church shall be held in accordance with the ELCIC Act of Incorporation at a time and place determined by National Church Council.

Section 3

The frequency, function, composition and responsibilities of the convention shall be defined in the Administrative Bylaw, Part V.

These amendments will be given second reading at the 2005 Convention and if passed, be put into practice at the 2007 Convention. Any changes to the Administrative Bylaw, Part V will need to be considered so that the necessary amendments to define the function, composition and responsibilities of the National Convention are presented to the 2005 Convention for adoption. The following suggestions for change and proposed models are presented by the National Church Council Task Force for Convention Renewal.
