Voting delegates to National Convention are to be members of the National Church Council and each Synod Council.

National church would be responsible for paying the costs of NCC members. Each synod would be responsible for paying the costs of its delegates. A national travel pool would be maintained in the registration fee. The points for consideration are:
- cost for a 92 persons convention—approximately $200 per parish,
- Synod Council members are delegates,
- synods have similar numbers of representatives at convention regardless of baptized membership,
- balance of clergy and lay representatives is maintained, and
- National Church Council members would be voting delegates (which is not the case now).
Synods elect 50 delegates to national convention based on proportional baptized membership. Synodical delegations will include the synods' elected National Church Council members and synod bishops, as part of their allotted delegates. The National Officers would also be delegates.

Synods would be responsible for paying the costs of synod delegates and would decide how to elect those delegates that are in addition to the National Church Council members. A national travel pool would be maintained in the registration fee. Points for consideration:
- cost for a 54 persons convention—approximately $75 per parish,
- delegates would not necessarily be Synod Council members,
- representation is based on baptized membership,
- balance of clergy and lay representatives is maintained, and
- National Church Council members would be voting delegates (which is not the case now).
