When the ELCIC was established, a model for convention participation was adopted where every parish would be represented at National Convention by a delegate and that representation would be balanced between lay and clergy delegates.
A formula was established that ensured a greater number of lay delegates than clergy. Conventions have traditionally met not just to do the business of the church but also to celebrate the life of the ELCIC.

There has never been full representation at conventions, and there have been repeated requests for convention reform.
The following provides
information on past national conventions and two proposed
models for change that are presented for feedback.
The National Church Council recommends that:
- conventions meet to do the business of the church,
- the size of the voting delegation be reduced,
- delegates be representatives of the synods rather than congregations, and
- balance between clergy and lay delegates be maintained.
