The Rev. Raymond Schultz assumed the Chair and introduced the Rev. Randall Lee, Director, Department. for Ecumenical Affairs, Evangelical Lutheran Church in America, who brought greetings from the Presiding Bishop Mark Hanson.

Report of the Evangelical Lutheran Women Inc

The Rev. Raymond Schultz introduced Betty St. Onge, President, Evangelical Lutheran Women Inc., accompanied by the Executive Director, Ruth Vince. Ms. St. Onge delivered the report. Ms. Vince spoke on the organization’s current activities and their work in other countries.

Special Order

                MS   NCC recommends that the ELCIC acknowledge the inadequacy of sections of Sex, Marriage and the Family, A Social Statement of the Lutheran Church in America, 1970 referring to homosexuality and homosexual behaviour in light of developing theological, pastoral and sociological scholarship and that the ELCIC suspend the application of these references.

That the ELCIC allow pastors to perform blessings for same-sex couples who want to make a lifelong commitment to one another in the presence of God and their community of faith. Authorization to perform such blessings shall require the consent of the pastor, the consent of the congregation or calling agency as expressed by a two-thirds majority vote at a duly called meeting, and consultation with the synodical bishop. These blessings shall use as rite authorized by this church.

That the ELCIC’s Program Committee on Worship be requested to develop a provisional rite for the blessing of same-sex couples in committed relationships.

Floor opened to discussion on same-sex blessing motion.

NC-05-24   MS    That Bylaws Part V Section 16 be suspended for this question and that speaking on this motion be limited to three minutes.

NC-05-25   MS    That the general rule of Order that a simple majority shall decide the question be suspended for this motion and that a two-thirds majority be required to approve this motion

                MS   That the first sentence of paragraph 2 of the motion be amended to read “give discretion to pastors,” removing the word “allow”
