Report of the Committee on Registration and Credentials

The Committee reported the following registration figures:

Ballots for Election of National Church Council, ELCIC Group Services Inc Board and the Court of Adjudication were distributed and collected.

Report of Augustana University/College

Craig Lee, former board member, presented update report. The Rev. Dr. Hans-Dittmar Mundel, faculty member, also spoke about current activities.

Greetings

The Rev. Canon Alyson Barnett-Cowan, Director of Faith, Worship and Ministry, Anglican Church in Canada was introduced.

First Ballot for Election of the Vice President was distributed and collected.

Report of the Audit Committee

Dr. Roger Kingsley, Chairman of the Audit Committee, made the following motions:

NC-05-11   MS    That the audited financial statements for the period ending December 31, 2004 be adopted as presented.

NC-05-12   MS    That the firm of Ernst & Young be re-appointed auditors for the year 2005.

Carried

NC-05-13   MS    That National Church Council be authorized to appointment the auditors for the year 2006.

Carried

NC-05-14   MS    That this Convention approve the submitted budgets for the years 2005, 2006 and 2007.

Carried

NC-05-15   MS    That NCC be authorized to make changes to the 2006 and 2007 budgets.

Report of the Committee on Minutes

NC-05-16   MS    That the minutes for the third session be adopted as presented.

Report of the Committee on Reference and Counsel

The Rev. Michael Rodgers presented the following motions:

NC-05-17   MS    That we express our regret at being unable to provide the privilege of vote to the members of the Youth Assembly.

Carried

NC-05-18   MS    That the Convention proceeded with the motion as presented by National Church Council, which we find in order, at the time specified in the agenda, without resort to the Court of Adjudication.

NC-05-19   MS    MS That the question be called.

Original Motion Carried

A request from Chester Ronning Centre for the Study of Religion and Public Life, Augustana / University of Alberta, to distribute the flyer "Friends of the Chester Ronning Centre of Religion and Public Life" was approved by Reference and Counsel.

                MS   That the ELCIC provide guidance, materials and support for local parishes that want to offer a Christian ministry specifically for persons who want to exit same-sex life styles.

NC-05-20   MS    That the motion be tabled until the motion on same sex blessing has been dealt with.

Motion to Table Carried

Reference and Counsel also reported:

  1. That the National Church Council develop guidelines on ethical investments.

    That the National Church Council direct the Board of GSI to divest of all unethical investments.

    Recommendation: no recommendation

    If the ELCIC cannot guarantee ethical investment, that individual employees can opt out of the pension plan for ethical reasons.

    Recommendation: no action. This is a matter of civil legislation.

NC-05-21   MS    That constitutional amendment Article X Section 5 add subsection c:

Up to twelve youth delegates elected by the Synods to form the youth assembly: up to four from Eastern Synod and up to two each from the Synods of Manitoba and Northwestern Ontario, Saskatchewan, Alberta and the Territories, British Columbia.

Amended to read: Up to twelve youth delegates selected by the Synods to form the youth assembly.

NC-05-22   MS    That the motion concerning youth delegation be referred to National Church Council with recommendation and appropriate wording.

Motion to Refer Carried

The Chair declared the convention of the ELCIC adjourned at 9:15 p.m. for the purpose of holding the corporation meetings of Luther College, Regina and Lutheran Collegiate Bible Institute, Outlook SK.
