Opening of Convention

The 8th Biennial Convention of the Evangelical Lutheran Church in Canada (ELCIC) was declared in session by Bishop Telmor Sartison at 1:30 p.m.

Welcome and Introductions

Bishop Sartison welcomed the delegates and visitors and introduced the head table.

The Bishop offered a brief orientation to convention delegates regarding parliamentary procedure.

NC-01-01  MS  That the Youth Assembly be granted voice on the convention floor.

CARRIED

Vice-president Janet Morley provided convention delegates with information regarding the procedure for the balloting for the election of the Bishop.

Report of the Committee on Registration and Credentials

Rev Darlene Harrison reported the following registration figures:

Lay delegates registered 183
Ordained delegates registered 162
Total delegates registered 345
Visitors 136
Total persons registered 481

Introduction of Convention Committees

Secretary Robert Granke introduced the following convention committees:

  1. Committee of Reference and Counsel
  2. Committee on the Conduct of Elections
  3. Committee on Minutes
  4. Committee on Registration and Credentials

The Secretary also introduced the office staff and the chairperson of the Local Arrangements Committee, Dale Wilcox.

Convention Manager Heidi Wilker offered housekeeping details for the convention.

Introduction of the Youth Assembly Members

The Youth Assembly were welcomed to the convention. They introduced themselves, expressed what they hoped to gain from their participation in the convention and led the convention in song.

Adoption of the Agenda

Secretary Robert Granke introduced the agenda to the delegates and highlighted some of the events that will occur over the next few days.

NC-01-02  MS  That the agenda for the 8th Biennial Convention of the Evangelical Lutheran Church in Canada be adopted as presented.

Report of the Bishop

Bishop Telmor Sartison offered a few comments about his report found on pages B.1–B.6 in the Bulletin of Reports.

Report of the Vice-President

Vice-President Janet Morley highlighted comments from her report found on pages C.1–C.2 in the Bulletin of Reports.

Report of the Secretary

Secretary Robert Granke presented his report located on pages D.1–D.4 of the Bulletin of Reports.

Report of NCC

Rev Mark Harris and Judy Wry gave an overview of the NCC report. A correction was made to the NCC committees on page F.2 of the Bulletin of Reports adding Roger Kingsley to the Finance Committee.

First Reading: ELCIC Administrative Bylaw Amendments

Administrative bylaw amendments were presented by Secretary Robert Granke for consideration. Voting on these bylaws will occur later in the convention.

Second Reading: ELCIC Constitution Amendments

Amendments to the constitution that were given first reading at the 7th Biennial Convention in 1999 were presented by Secretary Robert Granke. Voting on these amendments will occur later in the convention.

Typographical errors in the motions distributed in the Bulletin of Reports were noted and corrected as follows:

  • Appendix 8, Page X.40
  • Article X, Section 3,j should read Article XI, Section 3,j
  • Article XI, Section 5,g should read Article XII, Section 5,g
  • Article XI, Section 7,a should read Article XII, section 7,a
  • Article XV should read Article XVI

First Ballot for Election of the Bishop was distributed.

Introduction of the Good News Partner

Rev Mark Koenker, ELCIC Communication Coordinator for Mission introduced Rev Etienne Fomgbami, the Good News Partner to Canada from the Republic of Cameroon.

Greeting

Mr Ken Seiling, Regional Chair, brought greetings from the Regional Municipality of Waterloo.

Greeting

Rev Allan Maleske brought greetings from LCC.

NC-01-03  MS  That the following priorities be identified as the strategic directions for the Evangelical Lutheran Church in Canada for the period from 2001–03:

  1. Nurture faith and family ministries;
  2. Strengthen collaborative working relationships in ecumenical and interfaith activities, with primary focus on strengthening our relationship with the Anglican Church of Canada; and
  3. Strengthen collaborative working relationships within this church.

MS   That a fourth priority be added to the strategic directions: church growth.

AMENDMENT CARRIED

MS  That a fifth priority be added to the strategic directions: encourage world peace including conversations with world leaders.

AMENDMENT DEFEATED

MS  That the words "Nurture faith ministries" be changed to read "Nurture faith life in the home and congregation ministries."

Youth Voices

The Youth Assembly presented a video promoting the Canadian Lutheran Youth Gathering, CRY OUT in Vancouver in 2002.

NC-01-04  MS  That the title of the National Bishop of the Evangelical Lutheran Church in Canada be changed from "Bishop" to "Presiding Bishop."

MS  That the motion be amended to read that the title of the National Bishop of the Evangelical Lutheran Church in Canada be changed from "Bishop" to "Archbishop."

AMENDMENT DEFEATED

MS  That the motion be amended to read that the Bishop of the Evangelical Lutheran Church in Canada be known as "National Bishop."

AMENDMENT CARRIED

Questions about the NCC report were entertained from the floor.
